ORISSA FLOOD CRISIS PHASE OPERATION


Introduction

Following the super cyclone in the year 1999 and the severe drought in the year 2000, the third misfortune of the Orissa people is the floods in July 2001 that playing havoc with the lives of the people and their survival livelihood resources. There seems to be no end to the people's worries as torrential rains continue to lash the State and the release of waters from Hirakud Dam and other barrages in July 2001. Less than two years after a cyclone wrecked Orissa, a trail of devastation has been left by floods that affected more than five million people in the State.

The recent flood affected 24 districts of the State such as Angul, Balasore, Bargarh, Bhadrak, Balangir, Boudh, Cuttack, Deogarh, Dhenkanal, Jajpur, Jagatsinghpur, Jharsuguda, Kalahandi, Kendrapara, Khurdha, Koraput, Nawarangpur, Nayagarh, Nuapada, Puri, Rayagada, Sambalpur, Sonepur and Sundargarh. The following are the other details relating Orissa Floods:

  • Amount of Rainfall received: 504.41 mm - During monsoon (up to 25th July, 01)
  • Amount of Rainfall received: 7.11 mm - On the day of occurrence of flood (during last 24 hours)
  • Areas Affected – 24 Districts, 216 Blocks, 2700 GP's, 41 Urban Local Bodie's, 18608 Villages
  • Population affected: 967.2 Million
  • Number of human live lost: 100
  • Number of Cattle lost: 17528
  • Crop area affected: 88.7 Million Hectares
  • Estimated value of crop damage: Rs. 61730.5 Million
  • Number of houses damaged: 250615

Nayagarh is one of the worst affected districts among the other districts mentioned above. The assistance of ACT/UELCI for immediate relief operation to the needy flood victims was timely and catered to the urgent needs of the flood victims. The implementing partners set up field camps and took up relief operations on war footing.

Objectives

The overall objective was to assist the victims of floods particularly the poor and the disadvantaged. The objectives were:

  • To reach and rescue the marooned and stranded people
  • To provide the basic amenities at the earliest
  • To undertake immediate relief assistance – supply food, polythene sheets, sleeping materials etc.,
  • To arrange temporary shelter and extend house repair assistance
  • To provide medical assistance to prevent epidemic
  • To provide safe drinking water through appropriate sanitation programmes
  • To co-ordinate with other relief organisations and State & District Government Authorities.
